It really depends on your disposition and your schedule. Morning IS the best time to exercise, but this assumes that you work a day job and don't have to be there really early in the morning. But the best time to exercise is really whatever is the best time for YOU. Pick a time that you know you will not be distracted or lured away from your regimen.
If you work out in the morning, it gives you a lot of energy for the rest of the day. If you work out at night, you will have too much energy to get a good nights sleep.

Walking in the morning as its dark at night, you can jump in your house.
do all about three times a day like one in the mornig 1 in the middle and 1 at nights
