Yes, 14.5 Million increase in Food Stamp Recipients over 8 years is Unacceptable no matter who the President is. I'm not a Blamer, if you have noticed most of my post on Y!A (yes, some times I snap and become a normal complainer, sorry). I look for Causes: Policies, Attitudes and Ideals have driven this climb. I do not really disagree with your numbers, and did not Ignore the 14.5 Million increase by Mr. Bush, but can you honestly disregard that a 13 Million increase in 3 years is better? Does it not indicate Policies (State, local, Congressional and Presidential) are not the Cause of this Increase? And is this Increase really a good thing?
One last thing I'd like to ask or suggest, looking at this same chart, during Mr. Reagan's Presidency, while entering office in the almost exact situation that Mr. Obama has, the Numbers of Food Stamps Recipients declined Every Year of his Administration. Once again, nothing to blame, just Causes: A different attitude among the Population, Policies that looked down upon public assistance, etc may have had an Effect on the number. Cause and Effect is so much better to me than Blame and Finger Pointing. Thank you for your valued input, Ma'am.
USDA researchers said the jump in the participation rate happened because of actions by state governments. In a report released in August 2011, the Office of Research and Analysis said:
USDA: States have increased outreach to low-income households, implemented program simplifications, and streamlined application processes to make it easier for eligible individuals to apply for and receive SNAP [food stamp] benefits. Most States also have reduced the amount of information that recipients must report during their certification period to maintain their eligibility and benefit levels, making it easier for low-income households to participate.
In addition, 4.4 million were added to food stamps roles in 2008, BEFORE Obama took office, 3 times the number added in 2007. And continued increases were dependent on the economy, which has been slowly improving.
But you will continue to blame any bad statistic you can find on Obama, whether he is actually responsible or not.
Edit: Actually, Solution, what your chart shows is that enrollment in mid-2006 was 25 million, but by the end of 2008 was 32 million. From January 2009, it rose from 32 million to 45 million. In Bush's entire administration they grew 14.5 million. Shall we ask why they increased under Bush? Or are we just supposed to forget that and blame Obama for the entire enrollment?

He both decreased the deficit and increased government investment on education, infrastructure, etc., while this Congress wants to cut both.

To be objective, it is most likely due to the poor recovery from the recession and high unemployment.
