So anyway my question is; is there any progress being made to set up a Civil Partnership for same sex couples in the Republic of Ireland.

Not really, you will have to go to the North to get the ceremony done. The Catholic Church created a furore over it so it has been put on the long finger. Look at the fuss created about the divorce bill in 96. There is not a TD out there who would write up a green paper on this one.
