okay sooo... i failed for the year and im worried cause this is my second time to fail i failed 8 grade and i should be going to tenth.. wtf!! is there any way i can go in the grade im suppose to be? any info will help!!!!!!!

If you failed, you failed. That means you cannot go up a grade. You can try to take summer school and pass enough classes, but usually you would have been told to do that instead of redoing 8th grade, so you probably failed too many classes. If you want to progress through the grades, you really need to start focusing on school, that's all you can do and nobody else can help you with it.
Do really well this year, and get straight A+s in every class, and they should move you up!!!!!
