My new Samsung tv has this weird effect that is only visible when the screen is turned on and it’s on a true black background. You can only see it at a certain angle as well. It is as if someone spilled a drink on the screen is what it resembles and it looks like black water pouring down it. This can’t be seen when the tv is off and there is abosuelty nothing on the physical screen. I just got the TV there has been no damage to it. It doesn’t show unless you look at it from a very certain angle and there has to be a glare from the window. What is this? Should I return the TV? I’ve looked online everywhere and can’t find an explanation.

If it is brand-new, all you need to do is return it to the place of purchase for coverage under the warranty..
Take it back and complain! If you look hard enough you may also see four round circles to a couple of cm across arranged in a square. Problem is, that if it's on your TV I would put money on every other TV from the same batch being affected (it's probably to do with automated transportation of the panels during manufacture).
