This isn't right atall. The age for males to experience so called 'puberty' is 13, I think I was at a similar age.

If you can produce sperm, then you have definately been through it, body hairs can be light or dark dependant on the individual at question. When I look at My arms from a distance, the hair is so faint, its almost not visable.

I'm going to answer this question seriously and say males generally mature later than females, from age 14-17 when females are slightly earlier from 12-16. This is loosely of course. Some are later, some are earlier.
