his hemipenal has come off and its stuck to him so he cant pull it inside and he had the same problem except with caps and she says if the hemipenals do come off the only thong is he wont be able to breed there is a female present i put him in warm water for 15 minutes it softened it up and im going to get vasoline soon and im gonna keep soaking him everyday till it comes off i just want to know is he gonna live i currently cant afford a vet vist but i would like to do it by myself

First DON'T use Vaseline, if you wish to try to coax the prolapsed hemipenis, use KY jelly. I had a peach throated monitor whose hemipenis prolapsed and that is what the vet said to use. He had to get a couple of stitches to try to keep the hemipenis inside the body. Besides rinsing with warm water to remove any susbtrate and dirt that got on it and trying to GENTLY push it back into the body with KY and a Qtip I wouldn't attempt any other procedures without getting him to the vet. If the hemipenis is left out to the air too prolonged periods of time it could become infected and kill your lizard. A first sign of problems is when it starts to change color, if it turns black the member has become necrotic which means the tissue is dying. Vets will always work out payment options with you. He absolutely needs to see a vet about this. You do not want him to develop sepsis and die.
If it doesn't go back in it will have to be amputated. This is a very complex, dangerous procedure. There is a lot of blood vessels involved. No one but a vet will be able to do it safely. Even then, there will be a long convalescence time. Vets are willing to work out payment plans, I suggest you do that.
Go to your vet and set up monthly payments! Also, the water should be saline
