I recently have built a new pc for high end gaming. The primary games I play are BF3, SC2, and Rift. I am running a Geforce GTX660ti, and from what I understand, I should be able to play all of the above at max settings with minimum 60 frames. Rift for example is the primary game I play and cannot seem to hold constant high frames. Any suggestions?

Yes you haven't really given us enough info to give you a solid answer.
It all depends on what resolution you play at and how big your monitor is- and what in game settings you use (Like Low-Med-High-Ultra).
Also what CPU do you have, and how much RAM?
A GTX 660 Ti, on a rig with a i5 3570k, and 8GB of RAM should be able to play BF3 on a 22-23 inch monitor at 1920x1080 and keep it around 50-60 FPS.
I have an i7 3770k with an overclocked MSI GTX 670, and 16GB or RAM, and I easily get 60-80FPS on any BF3 map (on Ultra), and on the smaller maps my FPS are well over 100. I dont play Rift, but I can play Crysis 3 on the same monitor/resolution (almost maxed with MSAAx4) and I still get 40-50 FPS.
So with your 660Ti you should be right behind me unless you have a weak CPU and are bottle-necking your card (or not enough RAM).
What is your resolution ? If its 1080p or any higher then GTX 660 Ti can get you 60 FPS.
What is your processor ? If you processor is low end then it could be a problem as it would limit the Graphic Card's Performance.
I Have AMD Radeon HD 7850 OC edition and I get 50 FPS in BF3 in ultra settings at 1366 x 768 resolution.
It depends on your processor, RAM and the resolution on which you play too for example. Assuming that you have a proper processor and sufficient RAM, with Battlefield 3 running at 1920x1080, Ultra 4x AA, DoF 90 you should get around 52FPS for example.
Um no, it won't run at a minimum 60 frames. The 660 is good, but not THAT good.
