E-bay. Look online - there are a lot of cheaper sites online. If you wanna pay right at $100 - David's Bridal almost always has the $99 gown sale. Also check out after prom season in a department store - there are gorgeous dresses that can pass as a wedding dress.
Go to DavidsBridal.com and sign up for their emails. I get emails ALL the time "$99 Bridal Gown Sale" There are only a few to chose from, and I don't know about puffy and elegant - but buying a cheap gown is possible.
You can try for a used dress or David's bridal always has the $99 sale. You can also search online but I really wouldn't reccomend buying a dress online until you have tried on enough to know your sizing.

-david's bridal- they have $99 sales at the end of most seasons- also check your local bridal stores sometimes a gown has a small flaw and they could sell it for cheaper.
Save the really good stuff for the first night of the honeymoon-you are going to want to be as comfortable as possible under there-because you are going to overheated, and uncomfortable in the dress, and the garter is going to be annoying (doesn't matter how soft the silk is, it's going to be annoying squeezing your thigh for that many hours). I wore the simple corset that you get from David's bridal and the petticoat skirt, and a really comfy pair of underwear and my garter. If you are looking for something incredible for the honeymoon, try la perla, or fig leaves, or victoria's secret.
