the bearing in the cooler went bad. It is relatively easy fix if you are handy.
If not then it is still easy and cheap fix.
If you can use a screwdriver you can fix it yourself.
Unplug your computer,
open the cover by removing 3 or 4 screws from the back and unbolt the big box that produces the noise.
Once it's out take it apart by removing 4 screws that hold a lid and you will be able to take another 4 screws off that holds the cooler inside.
Cooler will probably cost you $5-$15
If you don't feel like messing with it you can replace the whole power supply.
Those are going for 40-140
If you take it to repair shop it will probably cost you $100
I had the similar situation on my pc as well! For my rig, the sound it made was loud. It started when booting & sound for few minutes before being silent. Went to the place where I bought the pc & they said it could be some loose old parts within the PSU. My PSU was the standard PSU that came together with the PC casing so I assume that's bound to happen. If possible, you should upgrade to better PSU; e.g. by Corsair, Cooler Master or Antec
