I'm not sure that it gets either, really. The passage itself would be in quotations, but the book would only be capitalized with the chapter and verse(s) following.
For example:
Matthew 28:19-20 says, "Go therefore and make disciples of all the nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, teaching them to observe all things that I have commanded you; and lo, I am with you always, even to the end of the age.”
like for example, if you said something that is found in Genesis, you would just say what it is and somehow say that it is from Genesis, it can just be capitalized, doesn't have to be underlined or quoted unless you are doing a quote like: John 3:16 says, "God so loved the world that he gave his only begotten son, that whosoever should belive in him will not perish but have everlasting life." -just an example
