The excuse that he wanted her to watch a basketball game was a bit weak, she was drugged to a certain extent but nothing serious or there was no way she could have made up her mind to leave, fortunately he wasn't the usual type of rotter who intends to have his own way no matter what, but she is doing the right thing to avoid him. There may not be anything she can do, but if she makes a report to the police it might not end there, or then again they might say if he didn't interfere with her aganst her will why inform them, or warn him. It would help if there was some sort of register, and if it happened to someone else and was more serious, it would count against him.

A Martini is 100% alcohol, so it is possible that she got loaded off of one drink, depending on her drinking history. It is also possible that he did put something in her drink, but it is likely too late to get tested for it now. Your sister needs to be careful when she is dating men she doesn't know well. If she was drugged for sex, she would not have awaken fully dressed. He probably put her on the bed to make her comfortable so she could sleep it off better.
